Allow ETS Timesheets to be edited to a different job

Being able to edit a timesheet line to assign it to a different job instead of having to delete it and manually re-enter will both save timesheet approvers considerable time and eliminate the chance of replacement timesheets not being entered incorrectly (eg wrong times) or not being entered at all.
