Currently any part-time employees accrue leave pro-rata however if they work over standard hours per week the accruals aren't being capped.

Thanks for the suggestion I understand the situation and will review for the 2019 Roadmap.
One Idea that may help you with the issue in the meantime would be to set up a new Transaction Code for the Extra hours worked. This Code would be set up not to accrue Leave and would be used on timesheets for time worked over the standard hours.
You may already be aware of that workaround but if not it might do the job for you.
