Allow negative cheque payment

Request: Allow negative cheque payment

Objective: to receive credit note payment from the supplier

Proposed design:

1. A new system parameter to allow negative Cheque payment
2. Change the payment preview report to allow a negative amount
3. Payment process function allows negative cheque payment ONLY and will not produce cheque form.
