Prevent EOM rolling twice

We had a scenario last month whereby a EOM roll was scheduled a 2nd time, after the first roll had started.  Subsequently Jobpac rolled some modules two months ahead.  Luckily it was identified before the start of business the next day and Jobpac were able to roll back.  

There should be stops in place to prevent this from happening.   

(a)  If a EOM roll is currently running, you should not be able to schedule another roll.  

(b)  A stop in place to prevent EOM from being run within x days from EOM, using parameters to set those days.  For example x = 10 days - in April, APR19 could not be rolled to MAY19 until 21 April at the earliest unless the parameter is overridden.

    Although this feature exists to some extent when using the Scheduled Rollover option, we want to tighten this up,
