Time sheet user groups

At the moment ETS User Maintenance revolves around a Jobpac user and an employee. In our scenario we sometimes have multiple Jobpac users who have the responsibility of entering electronic time sheets for the same group of employees. 

The way it works at the moment, we have to setup and maintain the same group of employees multiple times, one for each Jobpac user that has approval to enter/approve timesheets etc

It would make more sense to me if the employee group was its own record, then you could assign multiple Jobpac users to that group for entry/approval purposes.

To get around this at the moment we setup separate Jobpac users with access only to Time Sheet Entry and multiple staff then utilize that logon.
