When purchase orders are created using a template upload, there is no column to record Committed Budget. After it is uploaded and a new order created, you need to manually go into each item of the PO and add the amount of Committed Budget.

Let's treat that as a bug!
The upload should commit the full amount of available budget up to the
value of cost, on upload.
Would you mind logging that as a Support case and we will fix.
You can comment on the case that you have chatted with me about it and
believe it to be a bug.
Now, if you would like to commit less or more that the order value that is
a different question and we can look at that separately. Please let me know.
