"Not Requested" invoice goes back to cost pending if not send for approval yet
when send a batch invoice for approval, if we've selected the approver but for some reason we logout the system, the batch would not come back to cost pending and it becomes a existing batch as a not requested batch. People are hard to find it out unless it comes back to cost pending.
