PAYG HECS To Display On Pay Advice As PAYG HECS Rather Than PAYG TAX

The payroll code of HEC displays on Pay Advices as PAYG TAX, which is the same display name as the payroll code TAX.  Separation of display name between TAX and HECS will assist in staff reading of Pay Advices as well as ATO PAYG audits.

    There is a System Parameter PAYHEC but appears to do nothing.
