Add an Excel template download / upload feature to the Variation entry screen.

A number of our project teams have asked for this functionality to allow data to be uploaded / downloaded from standard excel templates. This will reduce double handling of data and allows for multiple lines of data to be transferred within the variation sheet efficiently.
