Parameter to disallow invoices being entered into Accounts Payable if RCTI subcontractor

To avoid double up of payments, particularly if you are using Pay Apps or Early Trade where an RCTI is being used but a subcontractor accidentally sends an invoice that is then registered in Accounts Payable in Jobpac as well

    I think disallowing entirely would be too restrictive (across multiple WKIDs and multiple jobs that may be on invoice), but having a warning and some smart duplicate checking would be good.
